Are the click through rates of ads in the display network normalized when google determines quality score? -when i say normalized, i mean does google take into effect where the display banner was (top vs. bottom) b/c obviously a top banner would get clicked more?

I am an artist that does water coloring for architects. I currently own an exact match domain for my industry.... and it google keyword tool it gets 170+ exact match searches a month and 320+ phrase match. Do you feel this would be enough traffic to build out the exact match domain?

I can buy an exact match .net domain but was wondering if it would jump in the SERP's like an exact .com domain would? Thanks in advance!
