Cutting some of the tubes might actually make things better. E.g. the ones to eastern europe / russia.

It's quite comforting to think that there's no single way to destroy the internets (except by just blocking the tubes, obviously). Even if there was a serious threat from any one of those things, it could be circumvented in some way.
