If your girlfriend has limited mobility, Carmel is more compact, but oh-so precious and fussy. Mendocino still embraces its hippie roots. The two towns are at opposite ends of the spectrum. Compare my introductory notes to Carmel (above) and to Mendocino.
I cant make this choice for you: you dont provide enough to go on. But it does sound like youd rather go to Mendo. I would too. In a heartbeat.
