adword image ad, how do I beat competitor?

Ok, I found one site with competitor, is there anyway I can tell his image ads are on CPM or PPC? and How do I take his place with my ads?

assuming its adwords, keep upping your bid until your ads start showing over his then slowly lower the bid until your ad no longer appears?
