Adwords country targeting

Can you only do country targeting at the campaign level? Not at the adgroup level?

Very stupid if you have an offer with different URLs and keywords for each language. I guess I could do IP targeting on the serverside to direct them to the right offer or I could make multiple campaigns.. But isn't there a limit to the nr of campaigns allowed?

Yes, you can only set country targeting at the campaign level.

AdWords allows you unlimited campaigns, but a maximum of 25 can be active at any given time.
