Adwords: location settings at adgroup level?

The sign says "Nowhere".
I can't for the love of god figure out how to target each of my adgroups in my campaign to a different city.

I've campaign for each state. With in that each campaign I like to create adgroups targeting different cites/metros/counties in that state. For example, for 'Campaign New York', I want an adgroup targeting NYC and another adgroup targeting another city in New York state and so on

I can't set adgroup level settings. My adgroup level setting are associated to campaign level settings. How to separate them both?

Is there a better of doing this?

There isn't really a need to be that modular in my opinion.

Let your keywords do the work for you. So you have 'Campaign New York' inside that create adgroup 'New York City Ads' which might have keywords like:

- New york city widgets
- nyc widgets
- Blue widgets new york city
- Buy widgets in nyc

Use phrase and exact match and that should easily make your ads targetted enough
