Adwords quality score question, weird.

I was taking a look at the true dot com dating offer on one of my networks. I am planning on promoting it on the content network.

My question is how can people just direct link to that offer? When I search for some random keywords and check out other people's ads I see a lot of people going directly to the offer.

How do they do this without getting a horrible quality score? Using google's keyword tool there isn't even enough information on the page for it to work. You just get an error.

Are they doing some sort of fancy redirect to send bots to a different page?

Also, would this even matter that much on the content network?
