I am wondering what some of the best uses for anchor text when spamming web 2.0s.

1. Falling inline with the churn and burn method if your links are not complete shit how many can you hit per property and per page.

2. What are the best methods for diversifying the anchors and across how many pages or properties.

3. Do these need to be tier 2 properties or can you go for broke and rank these.

I am looking for something I can scale. I would appreciate any advice and a bit of guidance.

Learn to walk before you can run.

If you're using web 2.0's learn the basics of parasite SEO and tiered linking.

Don't focus on exact match anchor text. Use compound anchors, LSI variants, long tail variants. Ensure these are mixed with an appropriate number of branded terms, generic terms and naked URLS.

A good approach is to silo your sites internal pages by theme and to interlink them. Look up Bruce Clay thematic content silos.

Point a small number relevant links at different pages on each silo, if your pages are interconnected page/trust rank will flow through the silo and create a significant ranking signal for both your money keywords and a mass of long tail variants.

Don't forget to generate a solid social footprint while you do the above using the major networks.

Listen to Msharron. Think of site structure and interlinking as your infrastructure of roadways that will lead your valuable link juice to where it wants to go. Does your link juice flow upwards through your tiers, eventually ending at the page you want to rank? Or are there tons of "roadways" all over the place, sending your link juice who knows where?
