any designers recognize this theme?

Just had a freelancer give me this as a mockup:

Pretty obvious he has either just ripped off some companies web site or more likely a wordpress theme he intends to use.

Anyone recognize it, or know a way I can find out?

So you hired someone to design a user interface for your web site. And now you're suspicious that they copied an existing web site's UI. Why?

Looks like both designs are modified, from Bootstrap, as PandaJam pointed out.

Whether your designer is using a freely available bootstrap derivative or if he built a unique design for you and just happened to build on top of bootstrap, I don't know. Posting HTML source for the screenshot would probably help.
