Any Google "Vote Up" services - And would it even work?

Hi - I'm wondering if anyone in here has ever experimented with services that distribute a few "vote ups" on Google when you're logged in (from different IPs and browsers of course). Does it even work anyway?

I'm referring to this:

A friend made a screensaver and in the backround it would download aged gmail accounts, do random searches and all that and then vote up his site and it ended up doing nothing for his rankings. He had about 500 screensaver installs, mostly from the US so either voting up your site has no effect or it's a very difficult system to game.
