Are there any project management systems made to emulate managing a project on paper. For instance lets say we are working internally and have 3 people working on a project. My designer sends me the mockup....id like to be able to draw on that and make notes saying this is good this isnt etc. Then it goes back to him for changes, he sends it back. I like it so i send it to person 3 for approval and they approve...all of this being logged. Anything like this? We currently do this on paper.

Maybe Curio if you are on Mac?

"Zengobi Curio, an amazingly powerful note taking, mind mapping, brainstorming, and task management digital notebook application for Apple Mac OS X."

Ahh. I don't know of any platform that will give you a set of drawing tools for JPG markup- we do everything in PDF and then use ReVu or Acrobat locally and re-upload the changes, which are tracked by version by BC.

Maybe change your process flow- I don't think you will find what you want outside of maybe a "Mindmapping" type platform, but maybe someone else is hip.

Good luck.

Sounds like you just need versioning, or the ability to update files within a system. Person 1 uploads a file, person 2 downloads + edits + uploads the file to create version 2, etc.

There are probably better solutions, but Active Collab does this. It's not free ($500 one-time), but there is a 30 day free trial.

Edit: if you need the drawing tools within the system nevermind. I was figuring you would use photoshop/paint/word to markup the files.

Just found ProdPad.com, which might be more of the full project manager that you're looking for - with the ability to add mockups and collab/comment on them.

For just mockup and UI design collaboration, check out myBalsamiq.com, mockflow.com and creately.com.

I've used myBalsamiq and its fine, but I use gomockingbird.com because it is quicker and more lightweight, but it doesn't have collaboration.
