I've just started looking into this. From what I've read, the SIRV visa allows permanent resident status of individuals to the Philippines, and allows them to own a corporation, for the mere investment of $75,000 USD. There is a list of allowed corporation sectors, but one of them is software development; so you could setup a programming shop. It also looks like running a Hostel would be acceptable.
I haven't looked into the tax side of it yet, but since you aren't required to be in the country for that much time in the year, I suspect there might be some nice loopholes.
