Anyone know how to make these animated videos?



That's actually a poor example animation. Check this channel out for better ones (and you'll get some good ones in the side bar too):

Google 'video scribing' (which will get better results than 'whiteboard animation').
You'll get companies like truscribe and ydraw in the results.

Your 'substantial sum' might not seem like it to the animator. You're going to have to invest anything from 2k to 10k for this kind of thing.

A cheaper way to do it yourself, and arguably just as effective, is to cut out your sketches from paper and move them around on the table in real time, then cut-it together in moviemaker and add your narration. Like this channel:

Get yourself an art student who is good at cartooning & proficient in the use of Adobe Illustrator, storyboard the animation and then have them create the artwork. Then you'll need someone is proficient at video editing and Adobe After Effects to edit the video and add the drawing effects etc. A final year film or animation student would probably help there. A few hundred is quite appealing to students.

I see way too many people thinking they can cut corners and save costs by doing shit themselves and you're right - ends up horrible.

outsource what you don't know and do what you do know well.

Doing animated presentation is not for everyone, it is very difficult, need real artists, need skills.

Before we start doing an animated presentations, we collect together and talk about the story which is following, than drawing synopsis on a paper, talking with clients and fixing problems than drawing illustrations in Illustrator and making animations in After effect. Hard work for one minute video
