Anyone know where I can buy a mobile simulator/code/script?

I've googled around and found some mediocre stuff... most is like this: Iphone mobile simulator emulator

That's not really a true simulator, and it doesn't even detect if a mobile version exists, let alone show the correct size.

Has anyone come across anything better, or have a ballpark price to whip something up?

I should've specified... I need it server side, but you're right, no Mac.
