Yup. However, in his "defense," this could have taken place just about anywhere. If you've ever had the (mis)fortune of attending an LSU football game, you'll run into about 5,000 of these jerkoffs. Of course, like I said, they're everywhere though. Beer + youth + "Jackass" culture = this.
I have to admit, I have my share of "aw, man did I REALLY do that?" moments from my early 20s that I'd rather forget about as well. Not nearly that bad, of course, but bad enough to make me cringe even 10+ years later.
