Backlinks vs Content

Backlinks are very important when ranking your site and your content is just as important. You can still rank your site with very little content but your losing quality on that factor. You want to try to capitalize on every factor and have a site that can compete.
I voted Backlinks, if Content is King, then backlinks are soldiers, without Army or soldiers a King can't be powerful king easily 
So friends as much as backlinks to the sites then more chances of top serps.

An amount of money you have you need to spend between both.
Even if you get rankings because of backlinks and you won't have good content on it, users will simply leave the page right away.
So you question in not actually correct, you can't choose between it.
I think both matter but main will be back links .... i have got rank for site having 1 article also .
Amount of articles is no matter, quality does. You still can rank with crappy article, but there is no use of it. Bounce, bounce, bounce.
Content is King as perceived by Google so you should more focus on the content but have to acquire also quality and high ranked back links to make your website strong!
Mixture of both will produced the desire results always. Updating continuously with some quality and creating backlinks daily will normally make you up on rank in no time.
