Best Ad Serving / Tracking Set up

I just put a small team together and we are looking at doing media buys to your basic iPad offers, etc. I've been in AM for a few years, but new to media buys/display.

I'm looking from some tips on how to set up our ad serving / tracking system. We have a developer, so we can build some stuff, but we certainly don't want to build the entire thing.

I'm assuming there are some open source software packages we can load on our server and then modify to get what we need to serve and track site IDs, banners, landing pages, and offers. It should also be compatible with Server2Server tracking.

What I've seen so far is:

CPVLab
OpenX
BanManPro
AdShuffle
Would Prosper work???

We may be doing some direct media buys, but will most likely be running through ad networks a lot like Matomy, Smowtion, etc.

I also heard somewhere that if you are doing media buys through networks you dont' need an ad server and can get by with prosper. http://www.wickedfire.com/newbie-questions/120083-tracking-cpv-media-buys.html

Great advice man. After doing some more research we are going with Prosper202... at least to start with. It should provide enough tracking for working through ad networks but we'll probably need something else if we start buying direct.
