Best PPI affiliate?

I've tried Adsense, Adbrite, and CBProAds, with no luck. My conclusion is that the image hosting site isn't converting and I rather put put PPI ads.

What's the best PPI affiliate out there?

Sorry can't answer your question, but isn't Pay Per Impression the same as CPM?

And as from what I've heard Adsense is the best out there. :s

CPM in AdSense is the Cost Per Thousand Clicks not the Cost Per Thousand Impressions... Correct me if I'm wrong
