Brainstorming on Payment

Hiya,

I'm working on a desktop application to complement my site now.
Basically, think skype. Client buys $10 worth of credit using paypal.
Each time client uses the software to do abc, balance get's deducted at
a /min rate.

Any ideas on the best flow?

Currently I'm using PHP for the remote server, and VB6 for the app. Are there
any other commercial alternatives available?

VB6?? You need to move over to the .NET framework NOW.

I was scared to make the switch myself, but once you do you won't regret it.
