In most cases the accounts that are sold are generated from points and can be used with no issues. The problem arises when these accounts are made with phished CC's & get blocked in a couple of days.

Generally yes, but its extremely unlikely for someone to be able to general thirty thousand accounts from the points, especially when 1 premium account cost 10 thousand points to make. The legit users I've delt with normally charge between 4 to 5 dollars for a rapidshare premium account generated from points.

I'm guesing this guy is either doing the latter that you mentioned, or automatically signed up for thousands of free accounts. (kinda like how you see people sell gmail in bulk)

So unless someone with some reputation on here can vouch for him, I'm calling BS on this one.
 
Is selling rapidshare accounts allowed? I've seen this several times on warez forums, which WF is not one of them.
