I'm trying to learn some of the different techniques webmasters use to monetize a site. I am advertising a clients site strictly using Google Adwords (search network only - not content). While checking incoming links I came across this site...

and noticed that my site was listed under the "Sponsored Links". -- Ah, upon close inspection I see that the top few items are Google Ads while the rest of the links are web search results. My site is under the web results.
So, the top few links don't look like Google Ads but you can see the Google link is encoded in the query string and the site uses a redirect.
How does the site obtain the ad links in order to display them like this? Does it pull this information out of the normal Google Adsense block somehow?
Is this allowed by Google's TOS? (If it's not, I won't bother spending any time figuring it out.)
