Can you transfer a xxx.wordpress site to another user?

I really need to know if there's a way to transfer a site hosted by wordpress (basically a xxx.wordpress.com site) to another wordpress user's account. Thanks.

Add that user as an admin for the blog then remove yourself. Voila! You've transferred the blog to them.

Not sure if you've figured this out yet, but couldn't you just go to the "export" function on the site, export all the posts/users/categories/tags etc and then send them that to "import" to theirs?

I did this for a few people migrating hosts, and for the most part worked without issue.
