I doubt most Census workers realize this. But a few do. As the author states, "In fact, some census workers apparently are going even further and demanding — and receiving — private cell phone numbers from landlords in order to call tenants and obtain information from them."
If one of these workers visits your rented apartment, condo, or house, don't get into unnecessary trouble.
