What tools can I use to make sure that the content I got from a writer is not just stolen and respun off of some other RSS or website so I don't get penalized by Google?

Get a $10 credit there and you get 200 check or 100, not sure. Credits wont expire after a year. Respun articles are even detected. Based on experience if the article has a 3 word combination and the words are 10% the same, it will detect it and show you the duplicated combination of words, even if you only have 1 sentence copied and edited

Not enough to just use copyscape. I store all the articles recieved from the author and check for duplicates between them too. If the article is not yet online, you won't find the duplication by using copyscape. A few months back, I found dozens of recycled articles from the same author(s).
NO it wont, Have you tried? I did, 80% unique than original is still detectable by copyscape, 3 word combination over the articles even how well distributed is detectable and copyscape will show them to you in red formats

I've not been able to find an offline equivalent of copyscape.
So what I do is this. I produce a folder structure of articles:
->Content
-->Seller 1
---> Author 1
---> Author 2
-->Seller 2
---> Author 1
---> Author 2
..
Then I use Dreamweaver's 'find all' function, and choose it to find from folder rather than current document. I spot check a few 3 word strings (just how copyscape does it) from each article, and see if there is any occurrences of these strings in the folders using the find function. You don't have to use dreamweaver, I'm sure there are other programs that has this folder find function.
So if I get articles from author 1, i will compare document with folder author 1. If I am being suspicious, I may even compare the entire Seller 1 folder.
For a 1k word article, I do 3-4 spot checks. That was enough for me to find duplicate article or paragraphs.
