CPA Ads on Google Content Network

Okay I know that you can not direct link to rebill CPA offers and other crap on google search. But I noticed while browsing the web, I see a ton of ads on the content network that are CPA offers, rebills, and directlinks.

I tried doing this once and I never got any impressions on my ad.
