Honestly, what I do is a couple things.

First off I find as many outsourcer's as I can and I tell them I only pay after the work is completed. Part of the work being completed is that it also needs to be turned in by Friday. I also have them do the work in batches.

Now this will only work for certain projects you give people, but like for example this might be one of my projects:
1. Find 25 images on Google images related to "dog shit"
2. download and crop all images to 200x200 pixels
3. rename all images and zip into 1 zip file

This would be a project that pays out X amount and is due by Friday. If the worker doesn't give it to me by Friday, I consider the project null and void and I give it to another worker to handle. Granted, I have to now wait another week though. However, if the original worker turns it in on say Sunday after I have awarded the project to a new worker, I do not pay the original worker as I have already made a commitment to the new worker to pay them for the work. I always give them about 2 days worth of work in the project, but 7 days to actually complete it ( if it is due by Friday, I start them on the previous Friday ). With that low of a work load, excuses like I was sick or my electric went off are almost non existent, they have 5 days of slack time built in.

Having them do 25 at a time, or some set number, prevents them from thinking they can turn in 10 and get paid for that 10 and then skip town on the other 15. It has to be the full set of 25 and they have to be turned in by the deadline or no go. I have to hire someone else to do it so there is no way the original person can be paid now.

You still get a lot of people that goof up and still don't follow directions, but at least your going through and finding the right people while getting your work done at some point. Also, if I have a good long time worker that ends up goof'ing up, I'm not so quick to ditch them. Shit does happen. New people on the over head gotta go through the strict rules.

I feel you man. HATE dealing with outsourcers but it's inevitable. One thing you can try is to offer X% above asking price if done on time. It doesn't always work but once in a while you'll find someone good. Stick with that person and then always TIP them.

You end up paying more than you should but not having to deal with delays is worth it IMHO.

I've had so many problems getting websites sliced and diced from psd --> html/css in time that I learned how to do it myself.

It never takes me more than 2 hours, and I never have to deal with crappy coders who insist on doing everything in tables.

work with people who don't think it's ok to say "it will be done tomorrow" when it won't be done for another week

aka brits and americans, just my experience sorry

btw, how many people have died on you the day your work is due? I've had 6!

I should add irish, aussie and canadian in there too, you know what I mean?

Coders drive me crazy. Just getting them to answer sometimes is a challenge, and you have to keep looking for new ones because they tend to start out with a good attitude about work.

Unfortunately it is just one of those laws of the universe:

1. Most freelancers / outsourcers are flaky
2. The few that are good and dependable are way to fucking busy to work with you

I like eliquid's approach, but for projects that are larger or can't be compartmentalized so easily, I try to either a) hire multiple people to do the same job if it is cheap or b) have a plan B.

I have never taken an hour longer than promised, pretty sure everyone here who I have worked for can vouche for that. If I say 48 hours, you get it in under 48 hours.

When you all get done tracking down your flaky designers, hit me up and i'll save ya :)

Yeha, I'm right there with you on this point. I've been forced to learn all kinds of crap that I didnt want to do. For small time guys like me it is hard to find good help.

I wish more would just be more upfront/realistic that it will take longer, instead of saying they'll do it in 24/48 hours and then not coming through.

I've worked with a few guys who just say "it's going to be about 5 days" or whatever. As long as it's not a rush job, that's cool, and I appreciate that they have other clients and it's going to take a while.

I'm currently still waiting on one project that I've had to ask twice for an update on. The good part is he didn't require payment upfront, so I'm not invested moneywise in the project, but I have had to hold off on adding the content a week or so longer than I'd hoped.

PS - watched that video, shit that was 5 or 6 more punches and knees more than necessary. Then the mexican guy says "that was my first fight ever" lol

I do a load of freelance work off the clock, and I'm dealing with one client that said "Let's meet tomorrow in Philadelphia" without giving me a time or even an address. Yes, yes I was in Philadelphia yesterday, sir. I waited around for you, but you never showed up. Philadelphia is a big place and tomorrow is a big time frame.

maybe try paying them at least minimum wage and see if it makes difference you cheap ass.

this. between the time and hassle it takes to find someone reliable, just learn it yourself.

My stance on dealing with people who can't complete things on time is to not deal with them.
