Different match types

Is there an advantage to use exact match instead of phrase match when building your keyword lists?

Obviously with phrase match you can have a smaller keyword list, but I was wondering if, when you have exact match, you might be placed higher because you are more relevant? (You are bidding for the exact term)

they are really different... but usually exact match have alot of competitors...

From my understanding exact matches have a higher priority over phrase matches... someone plz correct if I am wrong.
