Display PDF as HTML on website like google possible?

How can I display PDF files on a website as HTML like google does (IIS server)?

Unfortunately this only shows an image of the PDF.

I would really like to see it as HTML or text, but from what I am finding Google is the only one that knows how to do this. There are lots of ways to create PDF files from HTML or generated from db data.
