I have the following choices:

keyphrase.com - unavailable
keyphrase.net - unavailable
keyphrase.org - unavailable
key-phrase.com - unavailable

key-phrase.net - available
key-phrase.org - available

Legal term. Which one would you chose?

Doing that, just wondering which one I would want to develop. My personal opinion is the org would be more valuable in terms of appearing more legit (org site with a non-profit feel to it) but I wanted to run it by the group.

This, I prefer .org for the nonprofit-this-might-actually-be-legit-advice type of website thing.

I always stick to coms and orgs, I have very very few nets. Maybe its just me but when I look at the serps I don't catch many nets in the rankings, I just think they are just not as commonly used as coms and orgs.

So I vote for the org.

I agree, I like to use coms and org

My favs in order are com>org>net

Though in reality I don't think there is much of a difference between net and org. And after 6months to 1year I think the differences between the three tlds even out. I have keyword match .nets and .orgs which are beating their .com counterpart.

Right out of the gate then yes, I'd say .com has a huge advantage, but all that advantage seems to fade away with time and backlinks.

By purchasing the .co when he doesn't own the .com, he'd possibly be sending some free traffic to the .com owner, no?

probably not.

and a possible exact match.
everyone wants .com. hard to get anything good unless picking up through sedo or an owner.

depending on the plan/market, a few exact matches could go towards a hub?

Is there a longer tail phrase that gets extra searches?
Let's say you want...
freedownloads.com
> freedownloadsonline.com or fastfreedownloads.com (.net would work).

I always target local searches so could also go for...
> freedownloadsuk.com or freedownloads-uk.com (for you USA).

Maybe you could grab the .co TLD for your keyword as well.

Just registered them both - Will sell for a hundred each (every hour from the time of this statement the price will increase +$100)

However I will release the domain name if you dickroll 30 assholes on DP
