Email Marketing

I recently purchased an online company which has a database of about 800K leads' and their biographic information (email, address, phone, etc).

I would like to do some email marketing to these leads, and possibly some offline marketing. Anyone have suggestions for a mass email website? Any suggestions what I can do to protect myself and company from can spam laws?
