Facebook PPC and fanpage targeting question

I'm promoting a concert and I'm trying to target the fans of the artist in the area but it wont let me add it. I can only do sponsored stories if I'm the admin of the page while I want to do a sponsored ad.

Anyone know how to target the fans of a semi-obscure fan page by typing in its url or something?

As far as I know when you switch to precise interests if it doesn't come up in the picklist you can't target it, I think the cutoff is 500 connections if that helps.
