Finding a GOOD google adwords certified profressional?

Anybody know where I could find a GOOD Adwords professional to bounce some questions off of in regards to bringing my quality scores up?

I've googled it and found a few people, but would rather be referred to somebody.

OK... well here goes..

What are the most important on page factors for receiving a 'great' qs.

I know generally it has a lot to do with relevant keywords to your ad, high ctr on your ad etc. I'm only putting 4-5 keywords in each ad. I don't link cloak, link to affiliate program, or do anything shady. Also the form I'm aiming to have completed is filled out and the transaction completed on my site.

I have a: sitemap, privacy policy, newsletter, about us, terms and conditions pages

I have the keywords I'm targetting on my page numerous times as well as being included in the <title>, meta tags, h1 tags, h2 tags and having a blurb surrounding the context. I have around 20-30 links to other pages on my site in case they are interested in other things on our site. Each ad is targetted to the most relevant page on my site.

Are there other major on page factors that I'm not thinking of that can help increase my QS?

The only thing I can think of, is that all the links to other similar content on the page may be confusing googles spider into thinking this landing page is less relevant?

Sorry if that is kind of drawn out.. I've read just about everything I can find on this and I've even called google and I'm still left with questions.
 
A few interesting things in there actually, my main page mainly consists of links internally on the site.

I'm going to try adding a blurb on the main page and see if it increases anything.

Nope, results still sucking.

Does anybody know if QS is at all based on my site vs competitions site?

If you have a more competetive niche are they more harsh on quality scores?
 
Here are some other factors I have noticed in improving quality score:

Having the "main keyword" in your url
Let's say you have a ringtone site and you have lots of keywords of this nature: eminem ringtones, 50 cent ringtones, akon ringtones. From my experience, you can raise your quality score if you have the word "ringtone" in your url. So, the following urls would be good: SuperRingtones . com, RingtoneCentral . com, etc.

Having a high CTR will increase your quality score

From my experience, any modifications to increase your quality score in your landing page will at most get you a "good" quality score, however your bids will still range from .10 to .40 cents. In order you get those magic 2 cent bids, you will need the keyword to first get clicks. If you are fortunate enough to get a high CTR, your quality score will become "great" and the minimum bid will adjust accordingly.

There are just some keywords you can't get a high quality score for
As much as I try, there are some keywords I can't maintain a good or great quality score. The main reason is because the keywords are not super targeted. I think some keywords I tried are "akon", "gwen stefani". I can profit if the bids are like .20, however even though I have a decent CTR, I can't get below .50 minimum bid.
