Easier to blame Google for everything than admit that we're not as smart or as skilled as we like to believe we are.
Well, I'm the guy who scraped all day without checking my proxy list once, so I'm pretty sure it's my lack of brains/skills. 
It happens regardless of browser, it's an IP ban to protect them from being scraped.
When doing automated scraping like that, make sure that you give yourself at least a 3 second pause between hits. More if you want to be safe. The power of threading becomes apparent quickly when this shit starts getting annoying.
Other than that, yeah, fuck google. People regard them as the reason we have the internet, but to me, they're a highly profitable corporation who is ripe for the picking.

No it can happen in any browser especially if you were mad scraping or something. What I meant was, the weird thing to me, is alot of times it will happen when I've been doing nothing at that moment. And when that happens, I think it my be a chrome bug. Because I don't even have to clear cookies or restart browser. Just close that tab and open another one.
Sometimes plugins can trigger it too - crap like seoquake. Pretty much every time I've gotten this though was for scraping a little too aggressively. Never an IP ban though. Clear cache and move on.
As an aside, isn't it a little hypocritical for the biggest scraper on the planet (Google), to slap people's wrists for scraping?
