I had been reading someone hinting that VISA and MC were getting ready to get into the action alongside the FTC and certain states AGs.

The guy couldn't link to an article and it seems that VISA and MC are not publicizing this yet.

But they are getting ready to crack heads on rebills, Acai, get rich quick, anything that is likely to be running over 1% chargeback.

Someone else supplied this pdf but I did not receive it from VISA. For all I know the guy made it.

This pdf supposedly went out to processors to watch for high chargeback offers?

Just from skimming this document, it's interesting how they worded "Accounts formerly processed with an offshore acquirer" as if to suggest that offshore acquirers are the bad guys in this situation. That, and the subtext "U.S region" at the top, says that this entire PDF is directed at domestic processors.

Given the recent shitstorm with Meritus, I'd venture to say that a lot of the rebills out now are being processed offshore, so it's hard to say what these domestic policies will impact. Also, offshore processors handling rebills could/would have already been placed into GMCMP (similar to HRCMP) and if that's the case, then not much is going to change.
