oDesk, craigslist 'gig' section is free at least in SF, this forum has people too.

odesk is best freelance site imo, don't get bogged down by the possibilities, you can find everything you need there pretty much, and it's very easy to sort candidates by their hourly wage/project price. you also can screen out people who suck at english very easily based on their bio/description
