Something like that:

"Generally, we ask that you not place your ads near features of your site that your users may interact with by clicking. If your site contains elements that increase the number of ad clicks without increasing business results for the advertiser, we may consider these clicks to be invalid."

It all comes down to the "ethics" behind your clicks. If you are basically "tricking" your visitors into clicking an ad, then there's a good chance that what you're doing violates Google's TOS. If it doesn't, it probably will someday or in the very least, it'll probably hurt your quality score. Of course, there's exceptions to every rule and I'm sure some people still find loopholes and workarounds.
 
So they're saying that if i have a drop down options menu that goes over the adsense ad, then i put in an onmouseover on the lower options to hide the options box once the mouse goes over them. That's bad clicks?

Nope those are good. The harder you work for them the better they are.

Ethics and marketing shouldn't be mentioned in the same paragraph. Marketing is all about tricking people into believing they need that product. When's the last time you saw an ad that said "Want a Car, We sell them".
