If a keyword search on google returns no ads in the header, footer and sidebar is it a blacklisted keyword/phrase?

I've come across some that have millions of searches but no ads featured.

It could be.

But it usually means that no one thinks there's any money to be made with that term.

Translation: "Nothing going on here folks, MOVE ALONG!!!"

If you KNOW there is a "Market" for the term then you could be on the ground floor of developing that term.

Which means you could make some decent money at first, but in time, the Big Boys will see what you're doing and then PRICE you out of the market you just developed.

Survival of the fittest/richest.

ye I agree - its either a niche that hasn't been touched yet (although if there are already millions of searches for it, that is unlikely), or its one that doesn't monetise well
