There are few doubts to clarify.These page ranks should be The page Ranks of the home pages.So, can i know the real page rank that we would be given the chance to comment.I mean the Inner page rank that we would be leave our comment comment.

And will you say that, all these sites are Auto-Approve.

This list is only homepage pagerank. I will tell how to find inner page pagerank,

1. Use inner page pagerank Software, Name is PaRamete (download here )
2. download SeoQuake bar (https://addons.mozilla.org/firefox/3036/)

After you install Seo Quake bar on your PC, search on Google...

site:sitename.com "comment"

You will see the inner page pagerank. About auto approve or not, some sites need to register first but auto approve, and some didn't need to register but use moderate.
