I worked with retarded kids, I can solve this. He wants to know what type of website is the best to get accepted into CJ, to which the answer would be "practically anything."
Unless of course your skill for designing websites is equal to your skill of speaking English. I can speak Japanese better than you can speak English, and I've never even learned more than "kunichiwa."

There's no acceptance criteria to join CJ. You don't even have to spell your name right until you want a check that you can cash. Direct deposit may be good for you.
Of course if you've pulled some fraud stunt and get deactivated, then they won't let you join again. They check all the usual stuff to keep you from getting in again.
Also, some advertisers may not accept you to their program though. That's their call.
