high google ad minimum bid but no competition?

I looked up shqip cover (albanian cover) and the freaking bid is 1.25$ per click but there is no competition.
How can this be?

Is it because of the "word" cover (probably targeted by amazon and the likes) even though no ads show in the search?

So because of they are new ads for this particular keyword? so I let it run spend a little more with the new ads and keyword and then once google gets a good CTR (pretty awesome in my opinion already) and makes money of me it'll become cheaper?
 
It could also be historical data of the keyword (historical meaning how it performed for other people)
 
Where did you see the bid cost? Adwords Keyword Tool? That's not always accurate. Google the search term and see if ads are displaying. If not, you can probably bid much less than $1.25 to get impressions.

If I had a cent for each time I have seen terms with OK traffic and average CPC's of less than $0.10 then wen't on the adwords tool and entered it in and it comes up as more than 10 times for the minimum bid, then I would probably have made at least a dollar in the last week (balling by wickedfire standards).
