Highest paying credit card affiliate program?

Looking for a credit card affiliate program that will 1) take submissions collected offline and 2) have options for bad credit.

Ive seen a few paying $100ish per accept

What are the solid programs in terms of payment and conversion?

Anyone here deal in that industry?

What you are seeking does not exist, as far as I know. Every network I've seen prohibits offline solicitations. Also, you're never going to get $100/app for bad credit. Bad credit cards have the lowest payouts.
