I ordered for two sites, that were both effected with the same recent October Penguin Algo. I received the file in the required Google .txt and correct format. I went over the links personally, and they were all mostly dead on. The links that I took out, were just because I had control over those links and I changed it, thanks to their research. You can probably do this yourself, but if you have clients and not a lot of time, I would highly recommend this service. I will not know if I recover the two sites, until a refresh happens. I will definitely order again.

It is true that my Manual Spam was revoked. Now this is something that anyone can do, but they really take the time to take DETAILED steps to not give google a reason to turn you down.
Well worth the money, as it saved me hours of time to do all the dirty work myself.
Only thing is when you get the list of "bad" links back from them, look over it carefully as I did have a decent amount of high authority guest posts they qualified as "bad links".
Other than that Im happy and would use again. Oh my rankings for the site are already starting to come back as well.

Your right that anyone can do this, but they take time to submit emails to webmasters, take screen shots of the emails, take screen shots of every task they do. Then they put this is a nicely written email and link it up through Google docs.
I certainly don't have time to do that, have better things to do. Just look over the links in the file, other than that the service is worth it.

Thanks for asking, we analyze links factors from various link metrics tools and then finally we check "suspected" links manually one by one and add comment for each and every suspected links through disavow file. We evaluate backlink profile quality using following link factors
1, Low PA / DA sites
2, Short blog posts with multiple "same" commercial keywords ( Even if it this coming from PR9 domain)
3, Same anchor text displaying again and again ( anchor text over optimization density)
4, links from spamy bookmarking sites, forums,blog comments,wiki ( much ads,Auto approval sites, more than 40-100 do-follow OBL within a page, irrelevant links/Anchor texts,etc)
5, penalized/triggered sites ( We check Link/traffic drop via ahrefs,Alexa,quantcast+Google search site:Domain Name Registration and Web Hosting | Domain.com)
6-14, more factors...
