How do grant offers work?

I'm planning on sending some traffic to these offers and just wondering how do they work?

After the user pays to access the site do they simply get shown a list of all the grants in the USA? Isn't this information available for free online with enough Google searching? Maybe that's all it is...

Yes, wasn't there a (FTC?)case where the operator had trouble because the content was just zero?
(as one of the charges..)

and, why not just sign up for one and cancel it within the 14 days
