how do i specify a "search engine description"?

I want to put my own description that i want people to see when they look at my url in the SERPS.

Right now google just takes the first paragraph with the keyword in it and shows that as the description which is negatively affecting CTR to my website. I have already specified the description I want in "ALL IN ONE SEO PLUGIN" but google seems to ignore it.

What to do now???

If you're using the All In One SEO Plugin, you should be able to change the post template's description as you make or edit a post. You can change the homepage's via the settings of the plugin.
 
check how many meta description lines you have in your wordpress installations
it should read something like
<meta name="description" content="....">

if you see two, you would need to delete one of them in the source
 
Google will only use what's in the Meta Description when it is relevant with the search phrase.

Well yeah i set it when i installed the plugin but google seems to be ignoring it..what gives?

What we have here is a failure to communicate (Yes, that line from "Major Payne" played in my head reading your last post).

From what I understand, you have set the Description for your site's home page, but it isn't being shown like you have it in Google. Correct?

I answered that with my first reply, let me bold it:
Google only uses your Meta Description as a recommended description and will only show it if it is relevant to the search query the visitor searched for.
