I have a well aged and well linked site. I want to get it listed on DMOZ. I've submitted the site probably once a year for several years now and now luck.

I think it`s beneficial but not nearly as much as it used to be. I wouldn`t worry about it too much.

The best way to get in in my experience is to find a really narrow category to submit to.

If you buy old domains, you will sometimes find one with DMOZ listings. DMOZ definitely still carries weight, but you can never count on being indexed with them. Last time I read about it getting a listing came down to if you new a DMOZ reviewer. A big inefficient mess.

Dont stress over it. Look at listings in your niche which have been accepted and use similar descriptions

I would just no bother so much unless you have a big ass authority site or an ecommerce store then it would definitely help. But for an affiliate site or something I wouldnt really care so much to get my site listed on there.
