How to buy a parked domain?

So I'm looking to register a domain but it was not available. I want to contact the current holder to see if he would be willing to sell it. I whois'd the domain but it's registered with namecheap and has whoisguard activated.

Anyone know a way to find the owner's contact info for the purposes of buying the domain? Is there a standard procedure?

E-mail the whoisguard e-mail and it will get forwarded assuming the owner didn't put in a fake e-mail.

Or you could always search for something related on godaddy actions. A lot of the time you can get a pr 1-5 domain for only $5 extra than the normal price
