I would think a licensed Batman toy that typically sells for $9.99-$19.99 retail at a place like Toys R Us, is going to be $4.55, not $0.15. A "batman toy" though, something generic, who knows.
Typically the terms are spelled out a little better. Like, "$4.55 per item for quantities 30+." They'll give you a price per item, and the minimum quantity you must purchase to get that price.
