How to get affiliates without using the huge hubs?

Hi,

My boss has two CPA affiliate offers I'd like to promote for him. The only drawback I have is that he doesn't want to include them on any affiliate marketing site (CJ, Neverblue, etc.). Any suggestion on how to promote them?

why does he not want to use affiliate networks? Can you handle all promotion yourself? Can you prepay for affiliate traffic?

As for the other questions, I think he can handle it.
The offers are in the online dating niche, by the way.
