How to make google show ads targeted around keyword with the highest CPC?

hey guys
I'm trying to find out how to have google display ads for keywords in my niche that have the highest CPC.

For instance, if my site is ranking for some keyword with a lower CPC, how do I get ads to show for higher CPC keywords in the same niche? Do I need to add it in the title or what? Is it even possible? How does google decide what keywords to show ads for?
 


Of course things like <h1> tags, keyword density, etc. are important. You can also experiment with section targeting but I guess that is more for a broader targeting, not specific kw. But it might help a little.

There's a feature where publishers can specify keywords for which ads to show. But I think it's invite only. Something similar is also available for parked domains now.

I also remember reading some years ago that the text right beneath the Adsense block is given the most weight. But idk, if that's (still) the case.

And additionaly to what joe mentioned, you could also experiment with disabling interest based ads.
