Mort Sullivan, here in Omaha...is a little out of his mind.

A perennial candidate who's long used websites to settle personal disputes is now using automated phone calls to deliver insults against his opponent in the Omaha Public Power District board race.

In his recorded messages, Mort Sullivan wastes little time before flinging some mud at John Green, who has served on the utility's board since 1986.

Sullivan calls Green a "drunk alcoholic" and says he is unfit to serve on the board. But Sullivan omits the fact that the 1994 drunken-driving charge against Green was dismissed.

The state Accountability and Disclosure Commission's Frank Daley says Sullivan gets wide leeway with his comments about Green because it's political speech.

Green says he's fed up with Sullivan's attacks but doesn't see many options.
